There is no independent, non-partisan, 'authority' on what exactly constitutes ancient Tantra and what constitutes 'neo-Tantra'... but it could certainly be argued that ancient Tantra was about the full flowering of our potential.
To some extent clearly modern Tantra has the same goal, but the popular idea of Tantra is that is it is all about sexual practices.
Was ancient Tantra so concerned with sexuality as modern 'neo-Tantra'?
Insofar as sexual energy is intimately related to our Lifeforce, as the embodied creative power, it is a theme that is important, but it is not given exclusive attention in ancient Tantra.

Ancient Kundalini Tantra was concerned with how, through skilful management of our Lifeforce and/or through Divine Grace, we can attain 'Liberation' which can also be expressed as the realisation of our identity with the Divine Source/Being.
